Urge Congress: Pass the Research Investment to Spark the Economy Act (RISE Act)

Please contact your Representative in Congress to urge them  to sign on to the dear colleague letter to support the bipartisan Research Investment to Spark the Economy Act (RISE Act) -H.R. 7308 sponsored by Representatives DeGette (D-Colo.), Upton (R-Mich.), Johnson (D-Texas), Lucas (R-Okla.), Eshoo (D-Calif.), and Gonzalez (R-Ohio) to provide emergency relief funding for America's research enterprise.  The Rise Act authorizes approximately $26 billion in emergency relief appropriations for federal science agencies, including NIH, during FY20 and FY21 to ameliorate the tremendous disruption by the pandemic to federally funded research.  The bill also affords temporary regulatory relief to allow federal science agencies to continue to interpret regulations consistent with OMB guidance memo M-20-17 issued on March 17, 2020 until universities or nonprofit research institutes can safely reopen research laboratories funded by federal agencies, permitting graduate students, postdocs, principal investigators, technical support staff and other research personnel to continue to receive salary support while research activities have been slowed or halted.
